GCGRA Licence Register, October 2026: All 33 Gaming Vendors and Who Is New

Last updated: 18 October 2026

The UAE's gaming regulator now lists 33 gaming-related vendor licensees, up from 23 at the end of August. We read the General Commercial Gaming Regulatory Authority (GCGRA) register on 17 October 2026 and compared it with archived copies from 2 May and 30 August. Ten new companies have joined since August, and the entry that links to Hub88's website now carries a different company name. The operator lines have not changed: one lottery, one casino resort and one online operator.

Key takeaways

  • The GCGRA register lists 33 gaming-related vendor licensees as of 17 October 2026. An archived copy from 30 August 2026 shows 23, and one from 2 May 2026 shows 20.
  • Ten companies are new since 30 August, including Euro Games Technology, Zitro, Genius Sports, Play'n GO, Angel Singapore, Konami Australia and Malaysia's RGB.
  • Hub 88 Holdings Ltd., listed in May and August, has been replaced in the same position by Game Mesh FZCO, and the register links the new name to Hub88's website. Neither the GCGRA nor Hub88 has explained the change.
  • Gamingtec, which announced a licence on 4 August, is on the register as Edge Solutions Ltd.; the register links that name to Gamingtec's website.
  • The register shows no licence dates. The dates below come from company announcements and trade reporting.
  • Operator licences are unchanged. The Game LLC holds the lottery licence, Island 3 AMI FZ-LLC (Wynn Al Marjan) is the only land-based licensee, and Coin Technology Projects LLC is the only internet gaming and sports wagering licensee.

What does the GCGRA register show in October 2026?

The "Our Licensees" page at gcgra.gov.ae is the only official list of who may do business in UAE commercial gaming. The page says this covers operators, their staff and "third parties providing products or services related to this industry". On 17 October it showed:

  • Lottery licensee: The Game LLC, operator of the UAE Lottery
  • Land-based gaming facilities licensee: Island 3 AMI FZ-LLC (DBA: Wynn Al Marjan)
  • Internet gaming licensee: Coin Technology Projects LLC
  • Sports wagering licensee: Coin Technology Projects LLC
  • Gaming-related vendor licensees: 33 companies, listed below

Play971 and TrueWin are brand names, so neither appears on the register. Coin Technology Projects is the company behind both. The same applies to vendors. The register lists legal entities, such as "Play'n GO Hungary Kft" or "Zitro International S.àr.l.", not trading brands.

Which vendors are new since August?

We compared the live page with two Internet Archive captures of the same URL, taken on 2 May and 30 August 2026. The 30 August copy lists 23 vendors, consistent with Focus Gaming News describing VSTechnology as the 23rd supplier on the register on 15 July. Each name on the register links to a company website, which helps identify entities whose legal names differ from their brands. Since 30 August:

New names (11, of which one replaces Hub 88 Holdings):

  • Angel Singapore (Asia) PTE. Ltd.
  • Advanced Digital Gaming Technology Holdings Ltd.
  • Blueprint Technologies Ltd.
  • Edge Solutions Ltd. (linked to Gamingtec)
  • Euro Games Technology Ltd. (EGT)
  • Game Mesh FZCO (linked to Hub88)
  • Genius Sports UK Limited
  • Play'n GO Hungary Kft
  • RGB Sdn. Bhd.
  • Zitro International S.àr.l.
  • Konami Australia Pty Ltd.

Removed (1): Hub 88 Holdings Ltd., whose website link now sits against Game Mesh FZCO.

Three of the newcomers announced their licences: Gamingtec (as Edge Solutions) on 4 August, EGT on 2 September and Zitro on 8 September. RGB International said at its 3 June earnings briefing that its application had been approved. It had paid processing fees ahead of formal issuance, The Edge Malaysia reported, which fits with RGB Sdn. Bhd. reaching the register only after August. Play'n GO's own licences page lists a GCGRA "Gaming Related Vendor" licence, but we found no announcement date. We found no public announcements from Genius Sports, Angel, Konami Australia, Blueprint or ADGT. The register links Angel Singapore to Angel's playing-card site, Blueprint Technologies to Blueprint Gaming and Advanced Digital Gaming Technology Holdings to adgt.ai.

Register order is preserved. "Announced" means the date a company or trade outlet first reported the licence. A dash means we could not confirm a dated announcement from a primary or trade source.

Two dates need context. Gaming Intelligence reported IGT among new approvals on 8 May 2026, but "International Game Technology" was already on the 2 May capture, so the listing came first. GG UAE Limited is the 18th name on the register, and the register links it to Games Global's website. Gaming Intelligence reported on 31 March 2026 that Games Global had become the 18th approved vendor.

What happened to Hub88, and is Gamingtec licensed?

Hub88. Yolo Group subsidiaries Hub88 Holdings and Online Gaming Services (Live88 and OneTouch) were reported as licensed in early October 2025. Live Online Gaming Services is still listed. Hub 88 Holdings Ltd. is not, but Game Mesh FZCO now sits in the same position and the register links it to hub88.io, the same address it used for Hub 88 Holdings. That points to Hub88's licence now being held by, or listed under, a differently named entity. Neither Yolo Group nor the GCGRA has explained the change, so we cannot say whether it is a rename, a transfer or a new licence.

Gamingtec. Gamingtec announced a GCGRA vendor licence on 4 August 2026, describing a turnkey platform covering player accounts, sportsbook and casino aggregation. It is not listed under its brand name, but the register names Edge Solutions Ltd. and links it to gamingtec.com. Edge Solutions was not on the 30 August capture, so the listing appeared after the announcement.

PayBy. PayBy announced a vendor licence in November 2024, but it does not appear on any of the three register versions we checked (May, August, October 2026). We could not find an explanation.

Why the jump now?

About half of the new names are casino-floor suppliers. Intergame reported that EGT's licence lets it offer its land-based gaming solutions to licensed operators. Zitro's President – International, Sebastian Salat, spoke of products built for "premium destinations". RGB makes electronic gaming machines, and Konami Australia's group makes gaming machines and casino systems.

There is only one land-based licensee to sell to: Wynn Al Marjan Island, which Wynn told investors on 4 August is "currently expected to open in September 2027". The GCGRA says only valid licensees, including third-party suppliers, may do business in UAE commercial gaming, so a supplier needs the licence before it can sell anything into that resort. A licence does not mean a contract, though. No vendor on this list has announced a supply deal with Wynn Al Marjan. We look at what is and isn't known in a later piece on Wynn's casino floor.

The online side moved too. Genius Sports, a sports data company, Play'n GO, an online slots studio, and Gamingtec, a platform provider, joined Sportradar, GeoComply, Xpoint, Endorphina and VSTechnology. Their most obvious UAE customer is Coin Technology Projects, the sole internet gaming and sports wagering licensee.

FAQ

How many gaming vendors are licensed in the UAE? 33, according to the GCGRA register on 17 October 2026. It listed 23 on 30 August and 20 on 2 May 2026.

Does the GCGRA register show licence dates? No. It lists company names under each category without dates, licence numbers or scope. Dates in this article come from company announcements and trade press.

Is Play971 on the GCGRA register? Not by that name. Its operator, Coin Technology Projects LLC, is listed as the only internet gaming licensee and the only sports wagering licensee.

Does a vendor licence mean a company supplies Wynn Al Marjan? No. A vendor licence means the company may supply licensed UAE operators. No vendor has announced a contract with Wynn Al Marjan Island.

Why is a company that announced a licence missing from the register? The licence may be held by a differently named legal entity, or the listing may lag the approval. Gamingtec, for example, is listed as Edge Solutions Ltd. PayBy announced a licence in November 2024 but does not appear on the register. The register is the official record, and its links to company websites help match legal names to brands.

How do I report an unlicensed gaming operator? The GCGRA register page links to the regulator's complaints form for reporting unlicensed operators or individuals.
