Can You Bet on the Dubai World Cup? What Is Legal in 2026-27
Racing bets are legal in the UAE only via Play971, reportedly not in Dubai. What that means at Meydan, how the Pick 7 contest works and what stays illegal.

Last updated: 18 October 2026
There is now one legal way to bet on horse racing in the UAE: Play971, the country's only GCGRA-licensed sportsbook, which added racing in June 2026. On the latest reporting, though, it cannot be used inside Dubai, the emirate where Meydan and the Dubai World Cup are. Trackside bookmakers, cash bets and offshore betting sites remain illegal. What you can do at Meydan is enter Dubai Racing Club's Pick 7 prediction competition. It is a competition rather than a bet, it runs on race nights, and on World Cup night 2026 its first prize was AED 100,000.
Key takeaways
- The old rule is out of date. Since June 2026, horse-racing wagering has been legal in the UAE, but only through Play971, operated by Coin Technology Projects LLC under a GCGRA licence.
- Dubai is excluded. Play971 requires you to be 21+ and physically inside a permitted emirate. In June, Khaleej Times confirmed access from Abu Dhabi, Ras Al Khaimah and Sharjah, while the site told Dubai users that access "is not available in Dubai".
- Meydan coverage is unconfirmed. We could not confirm whether Play971 prices Meydan cards or the Dubai World Cup, and Play971 has not said so publicly.
- The racecourse alternative is Pick 7. You fill in a paper form at the track. On Dubai World Cup night 2026, the Pick 7 competitions carried AED 385,000 in total prizes, and winners must be on course to collect.
- The 2027 Dubai World Cup is on Saturday 27 March 2027 at Meydan. The main race is worth US$12 million.
Is betting on horse racing legal in the UAE now?
Yes, through one licensed operator only. The General Commercial Gaming Regulatory Authority (GCGRA) is the UAE's federal gaming regulator. It licenses Coin Technology Projects LLC for sports wagering and internet gaming, and that company runs Play971. On 17 June 2026, iGaming Business reported that horse-racing betting had gone live on the platform. Philippa Bowland, Play971's commercial director for iGaming, put it this way: "For the first time, wagering on horse racing is possible, legal and safe through a fully licensed and regulated platform."
So anyone who still writes "all horse betting is illegal in the UAE" is out of date. The accurate version is narrower. Betting on racing is legal only with Play971, only if you are 21 or over, hold an Emirates ID, and are physically in an emirate where the platform is switched on. Any other route is unlicensed gambling, and that is still a criminal offence, as we set out in our guide to illegal gaming risks in the UAE.
Can you use Play971 to bet on the Dubai World Cup from Meydan?
On the most recent reporting, no. In June 2026 Khaleej Times tested access and "can confirm that attempts to access the website from Dubai were restricted". The site's own message said access "is not available in Dubai or outside the UAE". Bowland told the paper that "platform availability is determined at the emirate level".
Since then we have found no report, release or GCGRA notice saying Dubai has been switched on. The National's 9 October piece on Play971 described the rules as being 21 or over, physically in the UAE, and not in a "sensitive geographic area" as determined by the GCGRA. It did not mention Dubai either way. Our working assumption for the 2026-27 Carnival is that Dubai remains blocked, and we will update this page if that changes.
In practice, the geolocation check uses your phone's precise location. A punter in Meydan's grandstand is in Dubai, so the app should refuse them. Trying to get around that with a VPN breaks Play971's rules and can void winnings. Our explainer on Play971 location checks covers the mechanics.
Does Play971 actually offer Meydan and Dubai World Cup markets?
We could not confirm this. Play971's own site says it offers "an extensive selection of local and international sports and racing events". Its racing section did not load when we tried it from outside the UAE, and neither the iGaming Business nor the Khaleej Times report names a racecourse or says whether UAE meetings are priced. Some affiliate blogs say Meydan cards are covered. They cite no source, and we are not repeating the claim as fact.
Two practical points follow:
- If you are in Abu Dhabi, Sharjah or Ras Al Khaimah, check Play971's racing section yourself before World Cup night rather than relying on third-party listings.
- Sharjah, Abu Dhabi Turf Club and Al Ain host 36 of the season's 64 meetings. Even on a Meydan-free menu, plenty of UAE racing happens in emirates where the app works, if local racing is offered at all.
What is the Meydan Pick 7 competition?
Before licensed betting arrived, the only legal way to play along with a race at Meydan was Dubai Racing Club's prediction competitions, and they still run. The mechanics, from DRC's own race programmes:
- Entry: use "only the entry form issued on the day of the meeting", fill it in with a blue or black ballpoint, and keep your slip. Children under 15 cannot enter, and ERA and DRC staff are excluded.
- The game: pick the winner of each of the last seven races. On a standard Carnival night last season, the first prize started at AED 10,000. Each time nobody got seven out of seven, AED 5,000 rolled over to the next meeting. By the 5 December 2025 meeting it had grown to AED 20,000, in a Pick 7 pool of AED 52,000.
- World Cup night: in 2026, the Pick 7 competitions totalled AED 385,000. The headline DRC Pick 7 was AED 150,000, with a first prize of AED 100,000 for all seven winners, plus tricast, superfecta and exacta competitions on later races.
- Collecting: winners are notified by SMS, must show photo ID (passport, Emirates ID or driving licence) and must collect from the Reward Centre on the night. The programme states that "no prize money will be given after the official prize distribution is finished".
DRC has not yet published the 2027 World Cup night terms, so treat these 2026 figures as a guide to scale, not a promise. The race programmes we checked list no fee for the form. Getting into Meydan does cost something: Carnival general admission starts at AED 10, according to DRC.
When is the Dubai World Cup 2027?
The Emirates Racing Authority has the 2027 Dubai World Cup on Saturday 27 March 2027 at Meydan. The headline race is worth US$12 million. The Carnival that builds up to it opens on Friday 6 November 2026, and Super Saturday is on 27 February 2027. Our UAE racing season 2026-27 calendar lists every key date by racecourse.
What about tourists?
Visitors cannot use Play971. Registration needs a valid Emirates ID, and passports are not accepted, so a tourist at Meydan on World Cup night has no legal betting option at all. The Pick 7 form is the only way to play along, and it pays out on the night. The same applies to an offshore app on a hotel Wi-Fi connection: being on holiday does not make an unlicensed site legal. Our guide to whether tourists can gamble in the UAE covers the raffles visitors can enter.
