TrueWin Explained: The UAE's Second Licensed Online Gaming Platform

Last updated: 18 July 2026

TrueWin is an online casino and sportsbook for players in the UAE, operated by Coin Technology Projects LLC, the Abu Dhabi company that holds the country's only internet gaming and sports wagering licences. In plain terms, it works inside the UAE's regulated system rather than around it. The honest caveat: the federal regulator names the company on its public register, not the brand, and it has never issued a public statement about TrueWin itself.

Key takeaways

  • TrueWin is an online casino and sportsbook for players physically in the UAE, relaunched in early December 2025, days after sister platform Play971 went live.
  • It is run by Coin Technology Projects LLC, the sole company on the GCGRA's public register for internet gaming and sports wagering.
  • The register names companies, not brands, so TrueWin's licensed status is inferred from its own terms and press reporting, not confirmed by the regulator directly.
  • Dream Island, the group's older lottery-style site, closed on 10 December 2025 and redirected its users to TrueWin.
  • Access is for over-21s physically in the UAE, and using a VPN voids winnings under the platform's terms.
  • Whether TrueWin currently works in Dubai is unconfirmed as of July 2026.

What is TrueWin?

At its core, TrueWin pairs a real-money online casino with a sportsbook. The casino side carries slots and live dealer tables for roulette, blackjack and poker; the sportsbook covers football, cricket, tennis and a long tail of other sports. The brand existed in lighter forms from at least 2023, but its current version dates from early December 2025, when it relaunched as a full casino and betting platform days after Play971's debut on 28 November.

One practical note: the site you want is truewin.ae, and several lookalike domains trade on the name. Check the address bar before entering any details.

Who owns TrueWin?

The paperwork is unusually clear for this market. TrueWin's terms state that the brand and website are run by Coin Technology Projects LLC, a company incorporated under UAE law with offices on Reem Island in Abu Dhabi.

That company sits at the centre of a small cluster. Coin Technology Projects shares a registered address with The Game LLC, the operator of The UAE Lottery and part of Momentum Group; analysts at SCCG Management describe it outright as a Momentum subsidiary. We profiled the structure in our explainer on Coin Technology Projects' UAE licences. TrueWin, Play971 and The UAE Lottery all trace back to the same Abu Dhabi group.

Is TrueWin licensed?

Here is what is confirmed. The General Commercial Gaming Regulatory Authority (GCGRA), the federal regulator set up in September 2023, lists Coin Technology Projects LLC on its public register under both internet gaming and sports wagering, the only company in either category. The GCGRA is blunt about the flip side: commercial gaming conducted without one of its licences is illegal.

Now the caveat, and it matters. The register names companies, not consumer brands. When it was updated on 1 December 2025, reporters noted Play971 as the explicitly confirmed brand, while TrueWin's coverage was assumed because the same licensed company operates it. Haz Emirates reported in January 2026 that TrueWin had "recently obtained official UAE licensing"; other analysts argue the brand rides on the group's wider permissions. The regulator has said nothing publicly about TrueWin by name.

Our reading: TrueWin is run by the UAE's licensed online gaming company, but if you want brand-level confirmation straight from the GCGRA, that document does not exist yet.

TrueWin vs Play971, and what happened to Dream Island

Play971 and TrueWin are sibling brands under one licensed operator, not competitors. Play971 arrived first and acts as the flagship, with the spokespeople, the press briefings and the clearest regulatory paper trail; we tracked that in our report on Play971's run as the UAE's only licensed online gaming operator. TrueWin followed within days and absorbed the audience of Dream Island, a lottery-style prize-draw site the group closed permanently on 10 December 2025.

Why two brands at all? The company has never said. One theory aired at launch was a one-online-licence-per-emirate model, and group executives have since described availability as an emirate-by-emirate decision.

What you can play, and how payments work

The casino lobby mixes slots, in-house originals and live dealer tables, and the sportsbook covers more than 25 sports including esports. An advertised welcome bonus of 100 per cent up to $500 plus free spins sounds generous, but reviewers found the wagering terms hard to pin down. Read the small print before opting in.

Payments revolve around PayBy and bank cards, and the site says player money is held by PayBy in a regulated account. Deposits are advertised as instant, while withdrawals are claimed at one to two days via PayBy and three to five days by bank transfer. User reports split between smooth cashouts and complaints about frozen withdrawals and silent support, a pattern we also documented in our guide to Play971 deposits and withdrawals.

Where is TrueWin available, and who can play?

The rules come from the platform's own terms. You must be at least 21, register as an individual and be physically inside the UAE, with registration possible via phone number, email or Emirates ID. Play from abroad, or through a VPN that disguises your location, and prizes will not be paid. Only winnings from your account balance can be withdrawn; promotional credits are not cash.

Geography is the open question. In December 2025, testers reached TrueWin from Abu Dhabi and Ras Al Khaimah but found Dubai blocked. By June 2026, sister brand Play971 was confirmed live in Abu Dhabi, Ras Al Khaimah and Sharjah, with Dubai still geoblocked. No equivalent test or statement exists for TrueWin this month, so its current map of working emirates is unconfirmed.

What is still unconfirmed

Three things are worth watching. First, brand-level licensing: a GCGRA statement naming TrueWin would settle the question properly. Second, Dubai access, the gap in the map that matters most to readers. Third, the two-brand strategy: whether TrueWin and Play971 stay separate, specialise or eventually merge. None of this has been addressed publicly in 2026.

FAQ

Is TrueWin licensed in the UAE? Its operator is. Coin Technology Projects LLC is the only company on the GCGRA register for internet gaming and sports wagering, but the register names companies rather than brands, so TrueWin's own coverage is unconfirmed by the regulator.

Who owns TrueWin UAE? Coin Technology Projects LLC of Reem Island, Abu Dhabi. It shares an address with The Game LLC, the Momentum Group company behind The UAE Lottery.

What is the difference between TrueWin and Play971? Same licensed operator. Play971 launched first in November 2025 and is the flagship; TrueWin relaunched days later and absorbed Dream Island's users.

Can I play on TrueWin from Dubai? Unconfirmed. Dubai was blocked in December 2025 tests, and Play971 remained geoblocked there in June 2026. No current public source settles TrueWin's Dubai status.

What is the minimum age for TrueWin? Twenty-one, with an individual account and physical presence in the UAE. VPN use voids winnings.

What happened to Dream Island? It closed permanently on 10 December 2025 and redirected its users to TrueWin.

How do withdrawals work on TrueWin? PayBy is advertised at one to two days, bank transfer at three to five. Only account-balance winnings can be withdrawn, and user reports on reliability are mixed.
