Fake UAE Lottery and Casino Apps: 7000 Casino, Quick Win, Dream Dubai and Lucky Hand, Checked

Search data shows thousands of UAE residents typing brand names like "7000 casino", "Quick Win lottery" and "Lucky Hand" into Google, usually followed by "real or fake". The short version: only GCGRA-licensed operators may legally offer gaming in the UAE, the regulator's public register names every one of them, and none of the brands below is on it. Here is what we could verify about each name people are searching for, and what we could not.

How to check whether a lottery or casino app is legal in the UAE

There is one test, and it takes a minute. The GCGRA publishes its licensee register at gcgra.gov.ae under "Our Licensees". If the company behind an app or website is not named there, it is not licensed, full stop. The register currently names three consumer-facing licensees: The Game LLC, which holds the country's sole lottery licence as the UAE Lottery; Coin Technology Projects LLC, the only internet gaming and sports wagering licensee, behind Play971; and Island 3 AMI FZ-LLC, the land-based licensee building Wynn Al Marjan Island.

Two caveats make the check stronger. First, the register names companies, not brands, so a legal app should name its operating company in its terms or footer, and that company should match the register. Second, the regulator's warning of 9 December 2024 said plainly that any lottery operating without a GCGRA licence is illegal, and that consumers who use unlicensed operators may face penalties themselves. One useful proxy: since 10 March 2026, Google has accepted UAE gambling ads only from GCGRA-licensed, Google-certified operators. A brand that reaches you through Telegram links, forwarded WhatsApp messages or mirror sites rather than open advertising is telling you something. Is 7000 casino legal in the UAE?

No casino called "7000" holds a GCGRA licence, and we could not verify that a single identifiable brand by that name exists. Searches for the term surface offshore casino sites advertising "7,000 games" or "$7,000 welcome bonuses", typically licensed in Curaçao or operating with no clear licence at all.

• A Curaçao or similar offshore licence has no standing in the UAE. The only licensed online casino available to UAE players is Play971, run by Coin Technology Projects LLC, restricted to players aged 21 and over, and geoblocked in Dubai as of June 2026.
• The GCGRA's December 2024 warning covers exactly this case: any casino or gaming site serving UAE players without its licence is illegal, for the operator and potentially for the player.
• Because we could not pin down one operator behind the name, treat anything calling itself "7000 casino" as unverified and unlicensed unless the company behind it appears on the GCGRA register.

Is Quick Win lottery real?

We found no licensed UAE product called "Quick Win", and no clearly identifiable operator using the name, so any app branding itself "Quick Win lottery UAE" or "Quick Win lottery Dubai" should be treated as unlicensed. What does exist, and what many searchers probably mean, is Quick 5: the UAE Lottery's rapid-draw game, launched on 13 February 2026.

• Quick 5 is run by The Game LLC under the country's sole lottery licence. Tickets start at Dh2, a new draw runs every two minutes, five numbers are drawn from 1 to 11, and wins reach up to 550 times the entry, per Khaleej Times' launch coverage.

Is Fast 5 lottery available in the UAE?

Not any more. Fast 5 was one of Emirates Draw's three weekly games, alongside Easy 6 and Mega 7, before the market was regulated. Emirates Draw paused UAE ticket sales at the end of December 2023 and has been suspended in the country since 1 January 2024, when the move to the GCGRA licensing framework took effect.

• Gulf News reported in May 2025 that Emirates Draw's games, including Fast 5, now run internationally under Tycheros, an Isle of Man-based lottery company, across 175 countries, and that the site is restricted inside the UAE.
• Emirates Draw was not among the operators authorised to continue under the GCGRA's December 2024 warning, so any app offering "Fast 5" to players in the UAE today is not the old game. We track a possible return in will Mahzooz and Emirates Draw come back.

Is Dream Dubai legit?

Dream Dubai is a real, operating prize-draw platform, but it is not licensed by the GCGRA, does not appear on the regulator's register, and was not one of the two pre-existing draws authorised to continue in December 2024. Under the regulator's stated position, it cannot legally offer paid draws to players in the UAE.

What we could verify, checking the platform on 7 August 2026:

• dreamdubai.com is live and selling entries into cash-prize draws, with listed draw dates of 9 August 2026 and prizes shown in cash amounts plus goods such as phones.
• The model is raffle-style: users buy entries, and its published terms state that Apple is not a sponsor of its campaign draws.
• Trustpilot reviews for the platform go back to 2021 and include players joining from outside the UAE, including Saudi Arabia, so it is an established operation rather than a fly-by-night page.

What we could not verify: who owns or operates the platform, and whether it holds any other UAE authorisation. Long-running player complaints about never winning are not, by themselves, evidence of fraud. The decisive fact is simpler. The company is not on the GCGRA register, and the regulator says unlicensed draws are illegal.

Is Lucky Hand part of the UAE Lottery?

No. Lucky Hand, which runs weekly draws as "Friday's Millionaire" at luckyhand.live and luckyhandglobal.com, has no connection to the UAE Lottery or to The Game LLC, the sole lottery licensee. It does not appear on the GCGRA register.

• Its published winners list is dominated by entrants in India, Pakistan, Bangladesh, Nepal and the Philippines, which suggests its real market is outside the UAE despite the UAE-flavoured branding people search for.
• Its own legal disclaimer puts the burden on the player: it states that participants are responsible for the legality of entering from the jurisdiction where they are physically located, and that it is "not obligated to pay any prize" for an entry made where participation is unlawful. In the UAE, an unlicensed paid draw is exactly that.
• We could not verify who owns the platform; the site does not disclose an operating company on the pages we checked.

FAQ

How do I report a fake lottery or casino app in the UAE? The GCGRA publishes consumer advisories and its licence register at gcgra.gov.ae, and its warnings name unlicensed lottery and gaming operators as illegal. Checking the register before you pay is the fastest protection; if you have already paid an unlicensed operator, keep records of payments and communications.

What is the only legal lottery app in the UAE? The UAE Lottery, operated by The Game LLC under the country's sole lottery licence. Big Ticket and Dubai Duty Free run separately authorised airport raffles. Anything else selling lottery entries to UAE players is unlicensed.

Is there a legal online casino app in the UAE? Yes, one: Play971, operated by Coin Technology Projects LLC, the only internet gaming licensee on the GCGRA register. It is restricted to players aged 21 and over, requires Emirates ID registration, and remained geoblocked in Dubai as of June 2026.

Can I get my money back from an unlicensed app? There is no regulator to complain to, because the operator sits outside the licensed system. Since 1 June 2026, gaming contracts with licensed UAE operators are civilly enforceable under the new Civil Transactions Law; that protection does not extend to unlicensed play, which remains a criminal matter under the Penal Code.

What happens if I win a prize on an unlicensed app? You have no enforceable claim. Unlicensed platforms set their own terms, and some, like Lucky Hand's disclaimer, explicitly reserve the right not to pay prizes for entries made where participation is unlawful. The GCGRA also warns that consumers using unlicensed operators may face penalties themselves.
