What is Retail Express?

Retail Express is the name The UAE Lottery gave its first move into physical sales, announced on its social channels on 25 August 2025. The lottery is operated by The Game LLC under licence from the General Commercial Gaming Regulatory Authority (GCGRA), the federal regulator and the country's sole gaming licensing authority.

The format is deliberately modest: staffed counters inside existing petrol stations. Bishop Woosley, director of lottery operations at The Game, described the aim to Khaleej Times as "a normal lottery environment where you walk up to the cash register, and there's a bin of scratch-off tickets there."

The three Dubai locations

All three Retail Express points are at ADNOC service stations in Dubai:

• ADNOC 529 – Al Quoz
• ADNOC 535 – Business Bay

Woosley said the stations were chosen to give the lottery "a presence at high-traffic locations". Trade outlet Focus Gaming News has described the three sites as a pilot for a hybrid online-and-retail model.

What you can buy in person

At the ADNOC stations, players can buy draw-game tickets and instant scratch cards over the counter. That is a narrower range than the website, which carries the full catalogue: the twice-weekly Lucky Day draw (Wednesdays and Saturdays, jackpot Dh30 million since the December 2025 format change), daily Pick 3 and Pick 4, e-instant games and scratch cards.

The Musaffah shop

In April 2026 the lottery opened what trade publication Gaming Intelligence called its first dedicated retail shop, in Musaffah, the industrial district southwest of Abu Dhabi city. Unlike the petrol-station counters, it is a fully branded standalone space, selling physical Lucky Day and Pick 3 tickets to players aged 18 and over. It is the first confirmed step beyond the three-station pilot.

App planned, wider rollout unconfirmed

Two parts of the story remain open. The Game has said a mobile app is coming, but as of July 2026 no timeline has been given. And while Woosley said in February 2025 that tickets would "soon" reach convenience stores, petrol stations and supermarkets, no supermarket rollout has ever been announced. For now, in-person buying is a supplement to the website, not a replacement.

The rules are the operator's own, online and in person: players must be at least 18 and physically inside the UAE. The UAE Lottery is the country's only licensed lottery; any lottery product not licensed by the GCGRA is illegal.
