Nearest Casino to Dubai: Legal Casinos Ranked by Flight Time
No casino opens in the UAE until Wynn in September 2027. The closest legal casinos to Dubai by flight time, from Goa to Tbilisi, and who is barred.

Last updated: 20 October 2026
There is no legal casino in Dubai or anywhere else in the UAE, and there won't be until Wynn Al Marjan Island opens in Ras Al Khaimah in September 2027. Until then, the nearest legal casinos are a flight of three and a half to four hours away. In rough order, they are in Goa, Beirut, Cairo, Cyprus, Yerevan and Tbilisi. Several of these countries keep their own citizens or residents out of the casinos, so who you are matters as much as where you fly.
Key takeaways
- No casino operates in the UAE. The only land-based licence on the federal regulator's register belongs to Wynn Al Marjan Island, which Wynn expects to open in September 2027.
- The closest legal casinos by scheduled flight time from DXB are Goa (about 3h35), Beirut and Cairo (3h40 to 3h55), Larnaca for Cyprus (3h45), and Yerevan and Tbilisi (3h50 each).
- Entry rules differ sharply. Egypt admits foreigners only. Goa bars its own residents. Georgia sets 25 for its citizens and 18 for foreigners. Lebanon bars several groups of Lebanese.
- Your Gulf neighbours are not options. Bahrain, Oman and Turkey outlaw gambling venues in their penal codes, and we found no legal casino in Saudi Arabia, Qatar or Kuwait.
- Check travel advice before booking. Parts of Lebanon carry UK government warnings against all travel, and Beirut flights were suspended for part of this year.
Is there a casino in Dubai or the UAE?
No. The General Commercial Gaming Regulatory Authority (GCGRA), the UAE's federal gaming regulator, lists one land-based gaming licensee: Island 3 AMI FZ-LLC, trading as Wynn Al Marjan. In its second-quarter results on 4 August 2026, Wynn Resorts said the resort "is currently expected to open in September 2027". It is about an hour's drive from Dubai, so once it opens, the nearest casino will be a road trip, not a flight. Our guide to getting to Wynn Al Marjan from Dubai covers the route.
Until then, anyone in Dubai who wants a legal casino has to leave the country. This guide ranks the options by scheduled flight time from Dubai International (DXB). It does not recommend gambling. It sets out where it is legal, and who is allowed in.
Which legal casinos are closest to Dubai by plane?
Flight times below are the airlines' own published figures, except Goa, which comes from a flight-data site. They can change with routing and season.
Destination — Scheduled flight from DXB — Casino entry rule
- Goa, India — About 3h35 (Air India Express) — 21+, tourists with a permit only; Goa residents barred
- Beirut, Lebanon — 3h40 (flydubai), 3h55 (Emirates) — Over 21; several groups of Lebanese barred
- Cairo, Egypt — 3h40 (flydubai, Sphinx airport), 3h50 (Emirates) — Foreign passport holders only
- Larnaca, Cyprus — 3h45 (Emirates) — 21+ at City of Dreams Mediterranean
- Yerevan, Armenia — 3h50 (flydubai) — 21+ at the casino we checked
- Tbilisi, Georgia — 3h50 (flydubai) — 18+ for foreigners, 25+ for Georgians
Goa. Goa allows casinos, but only for visitors. According to the Goa newspaper The Goan (a secondary source; we did not read the Act itself), the Bombay High Court at Goa upheld the ban on locals in October 2021. Under the Goa Public Gambling Act as amended, entry is limited to "tourists" holding a permit from the Gaming Commissioner, defined as people aged 21 or older who are not domiciled or permanently resident in Goa. Deltin, the largest operator, lists Deltin Royale, Deltin JAQK and Deltin Suites as operating and says "guests below 21 are not permitted to enter the gaming floors". The non-stop flight we found is on Air India Express, according to the flight-data site FlightsFrom (secondary).
Beirut. Lebanon's casino is Casino du Liban. We could not find Lebanon's casino law on an official site, so the entry rules here are the operator's own. Its admission policy says "all foreign nationals over the age of 21 are welcome". Lebanese nationals and residents are barred if they are government, public-sector or military employees, bank or shop cashiers, or earn less than 100 times the minimum income a year. Lebanon is the most complicated option on this list. The UK Foreign Office advises against all travel to parts of the country, including the South and Nabatiyeh governorates and parts of Beirut's southern suburbs, and against all but essential travel to several other areas. flydubai and Emirates suspended Beirut flights after the regional conflict began on 28 February and resumed them on 18 and 27 April respectively. Check before you book.
Cairo. Egypt has casinos inside hotels, such as the Omar Khayyam Casino at the Cairo Marriott. They are open to foreigners only. Daily News Egypt (a secondary source) reports that "Egyptian citizens aren't allowed to play in casinos" and that tourists must show a passport to get in. We could not find the rule on an Egyptian government website, so treat this as well-established practice reported by the press rather than a quoted regulation. flydubai flies to Cairo's Sphinx airport and Emirates to Cairo International.
Cyprus. City of Dreams Mediterranean, a casino resort in Limassol run by Melco, also operates smaller satellite casinos in Nicosia, Paphos and Ayia Napa. Its responsible-gaming page says "You must be 21+ to game" and that it is "Regulated by the Cyprus Gaming Commission". We could not reach the commission's own website, so that is the operator's statement. Northern Cyprus, the Turkish-administered north, also has casinos, such as those in the Merit hotels, but it is not covered by Emirates' Larnaca route.
Yerevan. Armenia licenses casinos through its Ministry of Finance, where "Organization of Gambling Games and Casinos" is a licensed activity. Shangri La Casino Yerevan's entrance rules set a minimum age of 21 and ask for a passport or photo ID. Armenia's wider casino rules, including any limits on where casinos may operate, are not set out on the pages we could check.
Tbilisi. Georgia has the clearest rules on this list, because they are in the law itself. Article 32 of Georgia's law on lotteries and games of chance bars Georgian citizens under 25, and foreigners under 18, from gaming venues. A separate list bars public servants, regulators' and National Bank staff, and members of families registered as socially vulnerable. Shangri La Tbilisi spells out the result: "25+ for Georgian citizens and 18+ for other countries citizens".
What about places a little further away?
Three more destinations with legal casinos are between four and five hours from DXB:
- Colombo, Sri Lanka (Emirates 4h20, flydubai 4h55). City of Dreams Sri Lanka, a casino resort, was built by John Keells Holdings and Melco. We could not confirm Sri Lanka's current casino rules, including any entry charge for citizens, on an official site.
- Kathmandu, Nepal (flydubai 4h30). Nepal's Casino Rules 2082, published in the official gazette in July 2025, state that Nepali citizens may not play in or enter casinos. Players can register with a passport or with two of an Aadhaar card, voter ID and ration card.
- Mahé, Seychelles (Emirates 4h35). The Financial Services Authority lists licensed casinos, including Berjaya International Casino and Star Casino.
Why not Bahrain, Oman or Turkey?
All three outlaw gambling venues, and we found no legal casino in the UAE's other Gulf neighbours.
- Bahrain: gambling falls under Article 308 of its Penal Code, according to the country's WTO trade filing.
- Oman: the 2018 Penal Code (Article 289) punishes anyone who opens or runs a gambling place with three months to three years in prison, a fine, or both, and Article 290 penalises players too.
- Saudi Arabia, Qatar and Kuwait: we found no legal casino in any of the three. We could not check their laws on an official site, so we do not cite one.
- Turkey: Article 228 of its Penal Code makes providing a place and facilities for gambling a crime.
- Pakistan: the Prevention of Gambling Act 1977 outlaws common gaming houses.
Will UAE residents be allowed into Wynn Al Marjan?
That has not been published. The National reported in August 2026 that the GCGRA "will determine who is permitted into the gaming area", and that the resort holds an exclusive, renewable 15-year gaming licence for Ras Al Khaimah. Nothing official has been published on whether UAE nationals or residents will be admitted. Our explainer on Wynn Al Marjan's entry age and dress code tracks what is known.
FAQ
What is the closest casino to Dubai? By flight time, Goa is the nearest at about three and a half hours, followed closely by Beirut, Cairo, Cyprus, Yerevan and Tbilisi. From September 2027, Wynn Al Marjan Island in Ras Al Khaimah will be about an hour's drive away.
Is there a casino in Abu Dhabi or Ras Al Khaimah? Not yet. Wynn Al Marjan Island is the only licensed casino project in the UAE and is due to open in September 2027.
Can Egyptians or Goans use the casinos in their own country? No. Egypt's hotel casinos are for foreign passport holders, and Goa's casinos are for tourists with a permit, not Goa residents.
What is the minimum age at these casinos? Mostly 21: Goa, Casino du Liban, City of Dreams Mediterranean and the Yerevan casino we checked. Georgia admits foreigners from 18 but its own citizens only from 25.
Is Bahrain a casino option from Dubai? No. Bahrain prohibits gambling under its Penal Code, and there are no legal casinos there.
Are flights to Beirut running? Emirates and flydubai resumed Beirut flights in April 2026 after suspending them during the regional conflict. Check with the airline close to departure, and read your government's travel advice first.
