Gambling at Wynn Al Marjan: Age Limits, Entry Rules and Dress Code — What Is Confirmed So Far
What is confirmed about gambling at Wynn Al Marjan so far: the licence, the 225,000 sq ft floor — and what is still unknown: age limit, dress code, entry fees.

Last updated: 17 August 2026
Wynn Al Marjan Island in Ras Al Khaimah will hold the UAE's first legal casino when it opens in September 2027, and reader questions have narrowed to the practical ones: how old do you have to be, what do you have to wear, can you just walk in, and will locals be allowed to play. The honest answer, as of August 2026, is that neither Wynn Resorts nor the federal regulator has published any of it. Here is what is officially confirmed, what remains unknown — and we will update this page as soon as rules appear.
Key takeaways
- Wynn's operating entity, Island 3 AMI FZ-LLC, holds the UAE's first Commercial Gaming Facility Operator licence, announced on 4 October 2024, and remains the only land-based gaming licensee on the GCGRA's public register.
- The gaming floor is planned at roughly 225,000 square feet — larger than the casino at Wynn Las Vegas — according to Wynn's own filings.
- The GCGRA has a responsible gaming framework and technical standards in place, but neither sets out a published minimum age for casino floors.
- No minimum gaming age, dress code, entry fee or locals policy for the Wynn casino has been published by the GCGRA or Wynn as of 17 August 2026.
- For comparison, the UAE's licensed online platforms set their own minimum age of 21 in their terms — a possible hint, not a confirmed rule.
What is confirmed: the licence
The foundation is solid. On 4 October 2024, Wynn Resorts announced that the General Commercial Gaming Regulatory Authority (GCGRA) — the federal body set up in September 2023 with exclusive jurisdiction over commercial gaming across all seven emirates — had issued a Commercial Gaming Facility Operator licence to Island 3 AMI FZ-LLC, the joint venture developing the resort. Wynn described it as the first commercial gaming facility licence in the UAE.
Nothing has changed that picture since. As of the GCGRA register checks in April 2026, Island 3 AMI FZ-LLC was still the sole Land-Based Gaming Facilities Licensee — a status we tracked in our report on Wynn's lone position on the land-based register and in our wider UAE gaming licence tracker. Trade press reporting through June 2026 confirms the register still shows one name in that category.
What is confirmed: the gaming floor
Wynn's corporate filings describe a gaming area of approximately 225,000 square feet, a figure repeated in the company's 2024 annual report and investor materials. That is deliberately larger than the gaming floor at Wynn Las Vegas. Chief executive Craig Billings has framed the sizing as a strategic choice, telling investors you do not underbuild a casino in a market where you will be the sole operator for a time.
The scale matters for entry questions: a floor that size will serve hotel guests, day visitors and a large tourist audience — yet Wynn has said nothing about how access to it will be managed. The resort opens in September 2027, confirmed with Wynn's Q2 results on 4 August 2026 after what Billings called a "modest delay" on the Q1 2026 earnings call on 7 May 2026. We covered that in our opening date explainer.
What is confirmed: the regulatory frame
Two pieces of the GCGRA's rulebook are public and will shape whatever entry rules emerge.
First, responsible gaming. The GCGRA states that responsible gaming sits "at the core" of its framework, with "effective and measurable regulations" covering everything from game design to player support, and a duty to identify high-risk behaviour. We explain the mechanics in our guide to responsible gaming rules in the UAE.
Second, technical standards. The GCGRA has adopted GLI technical standards — GLI-19 for interactive gaming systems and GLI-33 for event wagering — which govern how licensed systems verify identity, age and location, as detailed in our report on the GCGRA's GLI technical standards. These standards enforce age checks within licensed platforms, but they do not themselves publish a number.
What is not confirmed: age, dress code, entry fees, locals
This is the part most pages get wrong, so we will be blunt. As of 17 August 2026:
- Minimum gaming age on the casino floor: not published. No GCGRA regulation, Wynn statement or official document sets a minimum age for the Wynn casino. The figure most often cited online, 21, comes from the terms of the UAE's licensed online platforms — Play971 and TrueWin both require players to be at least 21 — and from general expectations based on international casino norms. It is a reasonable guess, but it is a guess until the regulator or the operator says otherwise.
- Dress code: not published. Wynn has not issued any dress policy for the gaming floor. Expect resort-casual norms in public areas, as at any five-star Gulf property, but there is no confirmed casino-specific code.
- Entry fees or levies: not published. Some jurisdictions (Singapore being the usual comparison) charge residents an entry levy. The UAE has announced nothing of the kind for Wynn Al Marjan.
- Locals policy: not published. Whether UAE nationals will be permitted to gamble, and under what conditions, is one of the most sensitive open questions in the market. No official statement addresses it either way.
If you find a site quoting exact age limits, opening hours, membership tiers or entry fees for the Wynn casino today, check whether it names an official source. None exists yet.
Why the silence, and what happens next
The pattern matches how the UAE has rolled out gaming so far: licences first, consumer-facing rules closer to launch. The GCGRA appointed a new chief executive, Ciarán Carruthers, in June 2026, and Wynn is still hiring toward its 2027 opening. Entry conditions are exactly the kind of detail that tends to appear in the final stretch.
We will update this page the moment any of the four unknowns above is officially confirmed. Until then, everything stated under "what is confirmed" has a dated, named source, and everything else is deliberately left open.
FAQ
What is the minimum age to gamble at Wynn Al Marjan? Not yet published. Neither the GCGRA nor Wynn has set a public minimum age for the casino floor. The UAE's licensed online platforms require players to be 21, which makes 21 the most likely figure, but treat it as unconfirmed until officially announced.
Is there a dress code for the Wynn Al Marjan casino? No casino-specific dress code has been published. The resort will enforce five-star hotel norms in public areas, but any claim about a confirmed gaming-floor dress code is speculation as of July 2026.
Can tourists gamble at Wynn Al Marjan? The resort is being built as an international tourism destination and Wynn's marketing targets short-stay international visitors, so tourist access is clearly the intent. Formal entry conditions, however, have not been published. See our wider explainer on whether tourists can gamble in the UAE.
Will UAE nationals or residents be allowed into the casino? Unknown. No official statement covers locals' access either way. This is one of the key details we are watching for.
Will there be an entry fee for the casino? Not published. No levy or admission charge has been announced for Wynn Al Marjan.
When does Wynn Al Marjan open? September 2027, confirmed by Wynn on 4 August 2026 after the "modest delay" disclosed on 7 May 2026.
