Is Play971 Legal in the UAE? Yes, With One Big Exception: Dubai

Last updated: 7 November 2026

Is Play971 legal in the UAE? Yes: Play971 is run by Coin Technology Projects LLC, the only company on the federal regulator's register for internet gaming and sports wagering. But it is not legal everywhere in the country. Play971's own help centre says the service "is accessible within the UAE only, except Dubai", and its terms add an age limit of 21, an Emirates ID check and a ban on using it from "sensitive" locations.

Key takeaways

  • Licensed operator. The General Commercial Gaming Regulatory Authority (GCGRA) lists Coin Technology Projects LLC as its only internet gaming licensee and its only sports wagering licensee. Play971's terms name that company as the site operator.
  • Not in Dubai. Play971's help centre says: "Access is not available in Dubai or outside the UAE." Your phone's location decides this, not your home address.
  • 21 and over, Emirates ID only. The help centre says only an Emirates ID passes the identity check. Passports and driving licences are refused, which in practice rules out tourists.
  • Unlicensed betting is still a crime. The GCGRA says anyone who plays unlicensed games faces penalties. Article 461 of the Penal Code allows up to two years' incarceration or a fine of up to Dh50,000.
  • The register names companies, not brands. "Play971" does not appear on the GCGRA page; the link is the operator's own statement that it holds the licence.

Is Play971 legal in the UAE?

Yes. When we checked on 4 November 2026, the GCGRA's "Our Licensees" page listed one company under "Internet Gaming Licensees" and the same company under "Sports Wagering Licensees": Coin Technology Projects LLC. No other business holds either licence.

Play971's terms make the link. Section 3 says the site is run by Coin Technology Projects LLC, commercial licence CN-3762798, with its principal place of business at Twofour54, Yas Creative Hub, Abu Dhabi, and that the company is "a licensed operator for the internet gaming and sports wagering in the UAE by the GCGRA". The footer reads "© Coin Technology Projects LLC. 2026 Licensed by the GCGRA." Two separate help-centre answers say the same thing: that Play971 is "licensed by the General Commercial Gaming Regulatory Authority", and that it is "the first fully licensed and regulated iGaming site in the UAE".

One caveat. The GCGRA register lists companies, not brands, so the regulator's page never says "Play971". The licence belongs to the company, and the company says Play971 is its site. The same company also runs TrueWin, which we covered in our TrueWin explainer.

Is Play971 available in Dubai?

No. The plainest statement comes from Play971 itself. Its help-centre article on the error message "Your location appears to be close to a restricted area" says:

"Play971 is accessible within the UAE only, except Dubai. Access is not available in Dubai or outside the UAE."

The same article says anyone who tries from a restricted location "may not be able to view or use the platform until you are physically located in a permitted area". Its fixes for people who are in a permitted area but still see the error are to switch off any VPN or proxy, turn on location services and let the browser share your location.

That has three practical results:

  • Living in Dubai is not the test. Being in Dubai is. A Dubai resident who drives to Sharjah or Abu Dhabi is in a permitted area. An Abu Dhabi resident at a match at Dubai International Stadium is not.
  • Dubai's big sporting venues are inside the block. That includes Meydan racecourse and Dubai International Stadium.
  • A VPN is not a workaround. The terms make being "physically located in the UAE" and not in a restricted area conditions of holding an account. Section 4.6 says the company "will not be liable to pay winnings to anyone that does not meet" those conditions.

Neither Play971 nor the GCGRA has published a reason for the Dubai exclusion or a date when it might change.

Who can legally use Play971?

Section 4.2 of the terms (version dated 7 April 2026) lists who may open and keep an account. The main conditions:

Condition — What the terms say

  • Age — 21 or over
  • Location — Physically in the UAE, and not in "a sensitive geographic area" as determined by the GCGRA
  • Status — Recognised by Play971's checks as "a legal resident or visitor of the UAE"
  • UAE nationals — Must have complied with "any applicable requirements, if any, in your Emirate of residence"
  • Exclusions — Not on any gaming exclusion list, in the UAE or abroad; one account per person

The terms use the word "visitor", but the identity check narrows it. Play971's KYC article says: "we only accept Emirates ID (EID) as the valid document for KYC". Passports, driving licences and other national IDs "cannot be used for verification". A tourist without an Emirates ID cannot get through it. Our Play971 KYC guide covers the steps, and our tourist guide covers what visitors can legally enter.

The terms also go beyond the platform's own rules on age. Section 4.8 says playing under 21 "is a criminal offence", and so is helping someone under 21 to play.

Is it illegal to bet on other sites in the UAE?

Yes. The GCGRA's "Activities We Regulate" page says: "Any commercial gaming activity conducted in the UAE without a license is illegal and violators, including persons who play unlicensed games, will be subject to penalties."

The penalty for the player is in the federal Crimes and Penalties Law (Decree-Law No. 31 of 2021). Article 461 reads: "Whoever gambles shall be punished with incarceration for a period not exceeding (2) two years or a fine not exceeding (50,000) fifty thousand AED." Article 460 defines gambling as a game where each party agrees, if they lose, to pay the winner money or anything else agreed. Offshore betting sites and apps taking bets from the UAE hold no GCGRA licence, so using them falls outside the one legal route.

In practice, that leaves someone in Dubai with no legal online sportsbook or casino. Using an offshore site instead does not fix that. It swaps a platform rule for a criminal one. Our guide to illegal gaming risks in the UAE covers the rest.

What has changed since Play971 launched?

Less than the headlines suggest. The legal basics have been the same since launch: one licensed company, 21 and over, physically in the UAE, Emirates ID, no VPN. What we can now say with more certainty in November 2026:

  • The Dubai exclusion is in Play971's own words. Earlier reporting relied on reporters testing access. The help centre now states it directly.
  • The register has not moved. As of 4 November 2026, Coin Technology Projects is still the only online licensee. There is no second online operator.
  • The operator address in the terms is Twofour54, Yas Creative Hub, Abu Dhabi.

What if gambling stops being fun?

Being licensed does not make betting safe for everyone. Play971's site menu includes "Player Controls" and "Responsible Gaming" sections, and our Play971 responsible gaming explainer covers the deposit limits, session limits and self-exclusion it describes. The UAE has no dedicated gambling helpline. Our guide to responsible gambling help in the UAE lists the counselling and support routes that do exist, including Takalam.
