Is Plinko Legal in the UAE? The Three-Part Test Every Plinko Game Fails or Passes

Last updated: 8 November 2026

Is Plinko legal in the UAE? Real-money Plinko is legal only when a company licensed by the General Commercial Gaming Regulatory Authority (GCGRA) runs it, and the register lists exactly one company for internet gaming: Coin Technology Projects LLC. Every other real-money Plinko game reachable from the UAE, whether it sits in an app store, on a crypto casino or behind a Telegram link, is unlicensed, and the GCGRA says people who play unlicensed games face penalties. Free versions with nothing staked and nothing to win are a different matter, and the reason comes down to a simple legal test.

Key takeaways

  • Plinko with a real-money bet and a cash payout meets the GCGRA's definition of commercial gaming: a game of chance where money "in cash or cash equivalents" is wagered to win money or other valuables.
  • The only internet gaming licensee on the GCGRA register (checked 4 November 2026) is Coin Technology Projects LLC, the company behind Play971 and TrueWin. Both brands' help centres publish a "How to Play Online Plinko" guide.
  • Any other real-money Plinko site or app serving the UAE is unlicensed. The GCGRA states that "violators, including persons who play unlicensed games, will be subject to penalties."
  • The Penal Code punishes "whoever gambles" with incarceration of up to two years or a fine of up to Dh50,000 (Article 461 of Federal Decree-Law No. 31 of 2021).
  • Running or promoting an unauthorised gambling website is a separate crime under Article 38 of the Cybercrimes Decree-Law: imprisonment and/or a fine of Dh250,000 to Dh500,000. That provision targets sites and promoters, not players.
  • A Plinko game with no stake and no prize of value does not meet the legal definition, on our plain reading of the law.

What is Plinko, and why does it count as gambling?

Plinko is a drop game. TrueWin's help centre describes it as a vertical board where a ball "is dropped from the top", bounces through a grid of pegs and lands "in a slot at the bottom, which has a multiplier value", with the payout based on that slot. The player's part is short: choose a bet amount, press the bet button, watch the ball fall.

That last point matters legally: once the ball is released, nothing the player does changes where it lands.

Is Plinko legal in the UAE? The three-part legal test

UAE law never names Plinko. Two definitions decide the question, and both turn on three ingredients: chance, a stake and a prize.

The regulator's test. The GCGRA defines commercial gaming as "any game of chance, or combination of chance and skill, where an amount of money, in cash or cash equivalents, is wagered … for the purpose of winning a sum of money or other valuable items." It adds that skill elements do not change the answer: "The integration of skill-based elements does not negate the characterisation of the activity as Commercial Gaming." Its list of regulated internet games covers casino games, skill-based games and "more".

The Penal Code's test. Article 460 of Federal Decree-Law No. 31 of 2021 defines gambling as "a game whereby each of the parties thereto agrees - in case of losing - to pay to the winner a certain sum of money or any other thing agreed upon."

Applied to Plinko:

Ingredient — Real-money Plinko — Free-play Plinko

  • Chance decides the result — Yes, the ball's path — Yes
  • Money or cash equivalent staked — Yes, the bet — No
  • Prize of value — Yes, the multiplier payout — No, or points only

A real-money game ticks all three boxes, so it is commercial gaming and needs a GCGRA licence. A game where nobody pays to play and nothing of value can be won lacks the stake and the prize. That is our reading of the two definitions, not a ruling, and the next section explains where it gets less tidy.

What about "free" Plinko apps with coins?

A game can call itself free while selling coins for real money. The GCGRA's definition covers wagers "in cash or cash equivalents", and the Penal Code covers "any other thing agreed upon", so two questions matter:

  • Did money go in? If coins are bought with dirhams, cards or crypto, and those coins are what you bet, the stake ingredient is arguably present.
  • Can value come out? If coins, tokens or "points" can be cashed out, swapped for gift cards or sold, the prize ingredient is arguably present too.

A coin game where purchased coins can never leave the app as money or goods sits in a grey area the regulator has not publicly addressed. A game that advertises "win real money" Plinko without a GCGRA licence is not in a grey area at all.

Where can Plinko be played legally in the UAE?

Only through a licensee. The GCGRA register, which we read on 4 November 2026, lists:

  • Lottery: The Game LLC, operator of the UAE Lottery
  • Land-based gaming facilities: Island 3 AMI FZ-LLC (Wynn Al Marjan), not yet open
  • Internet gaming and sports wagering: Coin Technology Projects LLC

The register names companies, not consumer brands. Coin Technology Projects runs Play971, whose homepage states it is "regulated by the General Commercial Gaming Regulatory Authority (GCGRA)", and TrueWin. Their help centres appear to share one knowledge base, and both carry a Plinko guide. Our Play971 legality explainer covers the restrictions, including Play971's own statement that access "is not available in Dubai", and the 21-plus age limit.

We are describing what is licensed, not recommending anything. A licence means the operator is supervised and must offer tools such as deposit limits and self-exclusion; it does not make Plinko a good bet. Each drop is a game of chance, and the GCGRA's own guidance tells players to learn "the odds of winning and the risks involved" before they play.

Is offshore or crypto Plinko legal in the UAE?

No. Offshore casinos, crypto casinos and "Plinko" apps that take real-money bets from UAE players do not hold a GCGRA licence, because the register has no such entries. The GCGRA's compliance page says that "engaging in, conducting or facilitating commercial gaming activities in the UAE without a valid license is illegal and will result in legal action."

The regulator's December 2024 warning added a practical point from its then chief executive, Kevin Mullally: unlicensed sites "have not had their technology or games independently evaluated for fairness or security". For a game built on a random-looking ball drop, nobody has tested whether an unlicensed board pays what it shows.

What are the penalties for unlicensed Plinko?

The penalty depends on who you are in the transaction. Players and operators fall under different provisions, and it is a common mistake to quote the operator penalties at players.

Who — Provision — Penalty as written

  • Player — Penal Code, Art. 461 — Incarceration up to two years or a fine up to Dh50,000
  • Site owner, manager or promoter — Cybercrimes Decree-Law 34/2021, Art. 38 — Imprisonment and/or a fine of Dh250,000 to Dh500,000
  • Anyone who opens or runs a gambling place, or organises gambling in a public or prepared place — Penal Code, Art. 462 — Temporary imprisonment up to 10 years and a fine of at least Dh100,000

Article 461 has a second paragraph: "The penalty shall be incarceration or a fine if the crime is committed in a public place or a place opened to the public or business premises or a house prepared and equipped for gambling." We quote it as written; the English translation does not spell out how it changes the caps, and the Arabic text prevails. Article 463 adds that "any money or tools" used in gambling are seized and confiscated, and that the court orders the premises closed.

Article 38 is worth knowing for anyone tempted to share a referral link. It covers whoever "creates, manages or supervises a website, or uses information network to broadcast, transmit, disseminate, re-disseminate, or promote practicing of gambling activities in the cases other than the authorized". Influencers posting wins with a sign-up code for an unlicensed Plinko site are doing what the verbs "disseminate" and "promote" describe. We will cover Article 38 in depth in a separate explainer.

How to check a Plinko offer in 60 seconds

  1. Find the company name. GCGRA rules require licensed operators to "disclose the identity of the gaming operator" in their advertising.
  2. Check the register. If the company is not on the GCGRA's "Our Licensees" page under internet gaming, it is not licensed.
  3. Look at the pitch. GCGRA rules bar licensed operators from "making unsubstantiated claims about improving Recipients' chances of winning". "Plinko strategy", "guaranteed multipliers" and prediction bots are red flags.
  4. Report it. The register page links to the GCGRA's complaints form for reporting unlicensed operators.

FAQ

Is Plinko legal in Dubai? No licensed real-money Plinko is available in Dubai. The only licensee's Play971 brand says access "is not available in Dubai", and every other real-money Plinko offer is unlicensed.

Is Plinko gambling or a game of skill? Gambling, under both the GCGRA definition and the Penal Code, once money is staked for a prize. The player only picks the bet size; the ball's path decides the outcome, and the GCGRA says skill elements do not change the classification anyway.

Can I go to jail for playing Plinko online in the UAE? Article 461 of the Penal Code allows incarceration of up to two years or a fine of up to Dh50,000 for whoever gambles, and the GCGRA says players of unlicensed games face penalties. We have not found a published case involving Plinko specifically.

Are Plinko apps on the App Store or Google Play legal? Being listed in an app store is not a UAE licence. A real-money Plinko app is legal only if a GCGRA licensee runs it; a play-money app with no stake and no cash-out prize does not meet the legal definition of gambling.

Is crypto Plinko legal in the UAE? No. The GCGRA definition covers "cash or cash equivalents", and no crypto casino holds a GCGRA licence.
