Casino Cruises From Dubai in 2026-27: Why There Are None, and How Ship Casinos Work

Last updated: 22 October 2026

There are no casino cruises from Dubai this winter. Every cruise line that had planned an Arabian Gulf season has cancelled 2026-27, and the main lines have also cancelled or shelved 2027-28, because of the regional conflict that began this year. Even in a normal season, a cruise casino is not a legal loophole: ship casinos open only in international waters, and UAE law applies in UAE ports and territorial waters. If you want a legal casino near Dubai, the realistic answer is a flight, or waiting for Wynn Al Marjan Island in September 2027.

Key takeaways

  • Cruise Industry News reported on 22 September 2026 that every brand had pulled out of the Arabian Gulf. MSC, AIDA and Explora have cancelled both 2026-27 and 2027-28. TUI, Costa, Celestyal and Aroya have also dropped their Gulf plans.
  • We found no regular cruise departures from Dubai for winter 2026-27. Transit calls, world cruises or one-off voyages may still pass through, but we could not confirm a single one.
  • Ship casinos normally open only once a vessel is in international waters, generally beyond 12 nautical miles. In port they are shut.
  • The UAE's territorial sea extends 12 nautical miles, and unlicensed gambling is a crime under UAE law. A casino operating in a UAE port or inside UAE waters would be on the wrong side of that line.
  • Aroya, the Saudi cruise line, has no casinos on board by design.

Can you take a casino cruise from Dubai right now?

No. Dubai has two cruise terminals, at Port Rashid (Mina Rashid) and Dubai Harbour, and the 2025-26 schedule had ships from MSC, Costa, AIDA, TUI and Celestyal based there. The conflict that began earlier this year ended that.

The 2025-26 season was cut short in March, when MSC, TUI, Celestyal and Aroya cancelled their remaining Gulf sailings, and the cancellations have since rolled forward. Celestyal cancelled 85 sailings from Abu Dhabi, Dubai and Jeddah planned for November 2026 to March 2027, citing the "continued closure of the Strait of Hormuz". In September, Cruise Industry News summed up the position: "The cruise industry in the Arabian Gulf continues to suffer the effects of a military conflict that started earlier this year."

Which cruise lines have cancelled the Gulf for 2026-28?

Line — 2026-27 Gulf season — 2027-28 Gulf season

  • MSC Cruises — Cancelled — Cancelled. World Europa stays in the Mediterranean
  • Costa Cruises — Cancelled (March 2026) — "Not currently planning to return"
  • AIDA Cruises — Cancelled — Cancelled
  • TUI Cruises (Mein Schiff) — Cancelled (April 2026) — No ships scheduled for the Middle East
  • Celestyal — Cancelled (85 sailings) — Dropped
  • Explora Journeys — Cancelled — Cancelled
  • Aroya — Gulf itineraries dropped. Wintering in the eastern Mediterranean from Istanbul — Not announced

Some lines are missing from that list. Resorts World Cruises based Resorts World One at Port Rashid from November 2024, running two-, three- and seven-night trips. We found no Gulf programme for it in 2025-26 or 2026-27, and no statement that one is coming. In July, Cruise Industry News reported that Oceania, Silversea and Crystal were still scheduled to make transit calls or single voyages in the Gulf in 2027-28. We could not confirm whether those survived the September cancellations. In March 2026, Oceania rerouted its Vista world cruise around Africa and dropped its UAE calls.

Will any cruise ships call at Dubai this winter?

Possibly, but not as round trips you can book from Dubai. A trade report on 23 September noted that "individual transit calls, world cruises and one-off voyages may still visit the region". It added that the cancellations "do not mean Dubai, Abu Dhabi or other Gulf ports will see no cruise ships at all". We found no published departure from Dubai for 2026-27. If one appears, it will most likely be one leg of a longer itinerary, not a casino weekend.

How do casinos on cruise ships work?

Cruise ship casinos operate under the laws of the ship's flag state once the ship is outside other countries' territorial waters. The usual pattern:

  • Closed in port. Casinos are shut while the ship is docked. Wikipedia's summary of industry practice says they are "only open when the ship is at sea to avoid conflict with local laws".
  • Open in international waters. Casinos "typically open when the ships enter international waters, usually 12 nautical miles from the coastline". Beyond that, they are "generally governed by the laws of the nation in which they are registered".
  • Closed again when re-entering territorial waters. In one 2025 case, a Carnival ship returned to Miami for a medical emergency, and the casino and shops shut early because the ship was back in US waters, according to Cruise Mummy.
  • Age limits set by the line. Royal Caribbean, for example, allows guests 18 and over to gamble, rising to 21 on Alaska sailings.

The 12-mile figure comes from the UN Convention on the Law of the Sea, which lets coastal states claim a territorial sea "not exceeding 12 nautical miles". Within it, the coastal state is sovereign.

Would a casino cruise from Dubai be legal under UAE law?

Not while the ship is in UAE waters. The UAE's maritime-zones law, Federal Law No. 19 of 1993, sets the country's territorial sea at 12 nautical miles from the baseline and extends state sovereignty over it. Inside the UAE, "only lottery and commercial gaming operators approved by the GCGRA are permitted to operate", according to the General Commercial Gaming Regulatory Authority (GCGRA), and gambling is an offence under the Penal Code, Federal Decree-Law No. 31 of 2021. No cruise line appears on the GCGRA's register.

Two practical points follow:

  • In port and close to shore, the casino has to stay shut. Dubai's cruise terminals are UAE territory.
  • The Gulf is a poor place for casino time even in normal years. Short Dubai itineraries, such as Resorts World One's two- to seven-night trips to Sir Bani Yas, Oman and Doha, spend much of their time in port or near the coast. Whether, and for how long, a ship opened its casino between ports was each line's own decision. We found no published policy from the lines that sailed here, so we are not stating one.

International maritime law also limits when a coastal state can enforce its criminal law on foreign ships passing through. How that applies to a UAE resident gambling on a foreign-flagged ship is a question for a lawyer, not a travel page. The safe reading is simple: no UAE authority licenses cruise gambling, and a cruise does not make gambling legal for anyone in UAE waters.

Is there a cruise line that leaves Dubai without a casino?

Yes, by design, though it is not in the Gulf this winter. In May 2024, before the Saudi cruise brand's launch, Cruise Arabia reported that Aroya had confirmed there would be no bars or casinos aboard its ships. It is spending winter 2026-27 sailing from Istanbul to Turkey and Egypt. Cruise Industry News reported in September that its 2026-27 Gulf itineraries would not go ahead.

What are the alternatives to a casino cruise?

From 2027, the UAE's own option will be on land. Wynn Al Marjan Island in Ras Al Khaimah is due to open in September 2027 as the country's first licensed casino, about an hour's drive from Dubai. Our guide on how to get to Wynn Al Marjan from Dubai covers the trip. Until then, the nearest legal casinos are a flight away. Our nearest casino to Dubai guide ranks them by flight time.

FAQ

Are there any cruises from Dubai in winter 2026-27? We found no regular departures. Every line with a Gulf programme has cancelled, though one-off transit calls may still happen.

Do cruise ship casinos open in port? Generally no. They open once the ship is in international waters, usually beyond 12 nautical miles, and close again on return.

Is gambling on a cruise ship legal for UAE residents? Not in UAE ports or UAE territorial waters, where UAE law applies and no cruise line holds a GCGRA licence. Outside those waters, the ship's flag state and the line's own rules govern.

When will Gulf cruises return? No line has announced a return. MSC, AIDA, Explora, Celestyal and Costa have all cancelled or shelved 2027-28.

What is the minimum age for a cruise casino? It depends on the line. Royal Caribbean, for example, sets 18, or 21 on Alaska sailings.
